NOVEMBER 18TH, 2015

REGULAR MEETING

The Poland Township Board of Trustees held their regular meeting on November 18th, 2015 at the Poland Township Government Center located at 3339 Dobbins Road, Poland, Ohio.

Dr. Iarussi leads in the Pledge of Allegiance.

Scharville calls roll call. Ungaro, Lidle, and Wollet were present.

Ungaro motioned to approve minutes dated October 14th, 2015. Seconded by Lidle. Voting yes – Ungaro, Lidle, and Wollet.

Ungaro motioned to authorize payment for all outstanding bills for the township. Seconded by Wollet. Voting yes – Ungaro, Wollet, and Lidle.

Ungaro motioned to put Resolution #15-27: Tax Renewal on March ballet. Seconded by Wollet. Voting yes – Ungaro, Wollet, and Lidle.

Ungaro motioned to approve Resolution #15-28: Nuisance Notice. Seconded by Wollet. Voting yes – Ungaro, Wollet, and Lidle.

Ungaro motioned to approve Resolution #15-29: Final Amended Appropriations. Seconded by Wollet. Voting yes – Ungaro, Wollet, and Lidle.

Ungaro motioned to approve the purchase of cutting edges for snow plows from Gledhill in the amount not to exceed $2,700. Seconded by Wollet. Voting yes – Ungaro, Wollet, and Lidle.

Mrs. Stacey was present to talk about the YSU Student research Project and the Yellow Creek Water Quality.

David Janofa, Poland Superintendent was present to talk about the purchasing of salt for the schools from the township.

Lidle motions for Poland Township to enter into a contract with Poland Local School district for the purchase and storage of salt pending the agreement is Okayed by County Prosecutor and the Legal Representative of the School District. Seconded by Ungaro. Voting yes – Lidle, Ungaro, and Wollet.

Dr. Iarussi was present to discuss Mahoning County Education Service Center and the request of a police vehicle for the use in various vehicle and other training programs at the school.

Lidle makes a motion to sell the 2002 Chevy Blazer and any additional materials, if available, to the Mahoning County Education Service Center in the amount of $1.00. Seconded by Ungaro. Voting yes – Lidle, Ungaro, and Wollet.

 

PARK COMMITTEE:

Mark Heher gives monthly report. He gives updates on the sled riding hill. He also gives updates on IPAC Building.

 

RECYCLING DEPARTMENT:

Scharville gives monthly report. The Christmas tree recycling program, in conjunction with the Green Team will be December 26, 2015 thru January 31, 2016.

 

ZONING DEPARTMENT:

Bob Monus gives the monthly report. Total valuation for October was 6,821,475. Fees Collected - $48,001.

Ungaro motions to refund Dibo Construction – Permit #5856 in the amount of $1972. Seconded by Lidle. Voting yes – Ungaro, Lidle, and Wollet.

Ungaro motions to advertise for applications being accepted for Zoning Commissions and Zoning Appeal Boards. Seconded by Wollet. Voting yes – Ungaro, Wollet, and Lidle.

 

ROAD DEPARTMENT:

Tom Monus gives monthly report.

 

POLICE DEPARTMENT:

Chief Goodin gives monthly report.

Lidle motions to accept letter of resignation from Justin Vallia, with regrets. Second by Ungaro. Voting yes – Lidle, Ungaro, and Wollet.

 

PUBLIC COMMENT:

Gary Deperro – 6749 Stymie Rd. – Discuss concerns with the speed limit change on 224.

Lidle motions to declare Lawn Ave an Emergency Repair. Seconded by Ungaro. Voting yes – Lidle, Ungaro, and Wollet.

Lidle motions to authorize Tom Monus to contact Butch Mccree Paving to execute a contract for paving and fix of Lawn Ave to be given to Legal Counsel. Seconded by Ungaro. Voting yes – Lidle, Ungaro, and Wollet.

Ungaro motions at adjourn. Seconded by Lidle. Voting yes – Ungaro, Lidle, and Wollet.
