The Poland Township Board of Trustees held their regular meeting November 14, 2018 at the Poland Township Government Center located at 3339 Dobbins Road Poland, Ohio.
Ashlin leads the Pledge of Allegiance.
Mr. Scharville calls roll call. Ungaro, Wollet and Kempers are present.
Mr. Ungaro requests for all to take a moment of silence for Officer Kent.
Mr. Ungaro motions to approve regular minutes dated October 10, 2018. Seconded by Wollet. Voting yes-Ungaro, Wollet and Kempers. Motion carried.
Mr. Ungaro motions to authorize payment for all outstanding checks for the township. Seconded by Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
Mr. Ungaro motions to approve Resolution #18-22 to authorize fiscal officer to transfer $175,000.00 from the general fund to police fund for fiscal year 2018. Second by Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.
Mr. Ungaro motions to approve end of the year appropriations. Seconded by Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.
Mr. Canter was present gives financial report.
September- Revenue of $64,295.39; Expenditures of $ 198,086.99
October- Revenue of $156, 274.00; Expenditures of $266,734.00
Poland Township trustees recognize Eagle Scout Ashlin Rabindra with a certificate.
PARK COMMITTEE:
Mr. Filicky is present to give report.
RECYCLING:
Mr. Scharville is present for small discussion.
CEMETERY:
Ms. Wollet provides report on Poland Center Cemetery maintenance of tree removal. The sign has been placed at entrance of Lowellville Cemetery.
ZONING DEPARTMENT:
Bob Monus is present to give monthly report.
- 15 additional improvements valued at $596,450; fees of $4,321.
- 5 Misc. permits at $25; 35 violations for the month.
- Total monthly valuation of $596,450.; Total Fees of $4,846.
Mr. Ungaro motions to approve Mr. Monus’s announcement of applications accepted to the Zoning Commission and Zoning Appeals Board in the Vindicator. Seconded by Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.
ROAD DEPARTMENT:
Tom Monus is present to give monthly report.
Mr. Ungaro motions to approve bond Resolution #18-23. This resolution will provide the issuance of bonds which not exceed $4,000,552,219 with the anticipation of tax collection. Seconded by Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.
POLICE DEPARTMENT:
Chief Goodin is present to give monthly report.
PUBLIC COMMENT:
Troy Roads, internal affairs representative from First Energy speaks to all that are present, including the board. He is traveling to different townships attempting to resolve conflict between the township and street lights. Any questions or concerns should be directed to him.
Nick Chammas from Poland, who is an engineer with a firm in Boardman would like to arrange a meeting with the board related to paving roads for road core samples.
Patricia McQuillan, Treasurer for Citizen for the Road Committee, gives report on the cost of signs and donations given.
Ungaro motions to go into executive session at 6:32 p.m. for personnel. Seconded by Wollet. Roll call vote yes- Ungaro, Wollet and Kempers. Motion carried.
Ungaro motions to come out of executive session at 7:14 p.m. Seconded by Wollet. Voting yes- Ungaro, Wollet and Kempers. Not action was taken.
Ungaro motions to adjourn regular meeting at 7:15 p.m. Seconded by Wollet. Voting yes- Ungaro, Wollet and Kempers.
