OCTOBER 13, 2021

                                                                                         REGULAR MEETING

 The Poland Township Board of Trustees held a regular meeting October 13, 2021 at the Poland Township Government Center located at 3339 Dobbins Road Poland, Ohio.

Mr. Ungaro calls the meeting to order. 

Tony Gorvet leads the Pledge of Allegiance.

Mr. Scharville does roll call. Ungaro, Kempers, and Wollet are present.

Mr. Ungaro motions to approve the minutes dated September 8, 2021 and September 16, 2021. Seconded by Mrs. Wollet. Voting yes - Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to authorize payment for all outstanding bills for the Township. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro introduces Mr. Pat Ginnetti, Mahoning County Engineer.  He speaks about an increase of a quarter percent sales that will be on the November ballet.

Mr. Ungaro introduces Gina Bricker Zawrotuk, from the prosecutor’s office. She is present to speak about some developments and improvements that are being made at their office and the Mahoning County office. One of the large improvements is redeveloping the website, is much more user friendly. They are also making improvements at the office along with launching the Mahoning County Special Needs Registry.

Mr. Kempers introduces Mike Zembower who put together a non-profit organization called Rosalie Forever Footprints, which stemmed from losing his daughter last year.   He wants to put together an annual event for the children in the community. The event would consist of Santa’s sleigh through the Village.

Mr. Scharville spoke about the lighting district at the Navajo Place, letters were mailed out.

Mr. Ungaro asked three times if anyone was for the lighting district at Navajo Place.

Joseph Ula, 6154 Navajo Place, explains he talked to some of the residents and they are in favor due to increase safety of the walkers and the community.

Marilyn Johnstone, 6326 Navajo Place, is in favor of this project as she is a dog walker and is now getting dark around 5 p.m. It does seem impossible and unsafe to go for a walk after that time.

Raymond Zornjak, 6362 Navajo Place, asks the board if every pole be lit. Mr. Scharville explains that every pole will be lit and there will not be any blind spots.

Mr. Ungaro asked three times if anyone was against the lighting district project at Navajo Place.

Elinor Zedaker who owns the property at 6184 Navajo, expresses concerns of the lighting district. She was the only one spoke.

Mr. Ungaro motions to approve the Navajo Place lighting district.  Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

FINANCIAL REPORT:

Mr. Canter is absent.

Poland Township Administration building will be the drop off site for Toys for Tots.

Mr. Ungaro announces the Mahoning County Board of Health for flu shots available on Monday October 18, 2021 from 2:00 p.m. to 6:00 p.m. at the Poland Township Building.

Mr. Ungaro motions to approve payment for flu shots to the Mahoning County Board of Health for Township Employees. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Halloween hours; Sunday, October 31- 5:00 p.m. to 7:00 p.m. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers.  Motion carried.

Mr. Ungaro motions to approve November 5, 2021 as a one-time recognition this year to honor Juneteeth.  Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

PARK COMMITTEE:

Mr. Flicky is present to give monthly report.

RECYCLING:

Mr. Scharville is present, nothing to report.

ZONING DEPARTMENT:

Mr. Robert Monus is present to give monthly report.

• 0 new structures, valuation- $0; fees collected-$0
• 12 additional improvements, valuation-$146,371; fees collected-$1,123
• 7 misc. permits issued for a total of -$30.00; 0-appeals, misc-0; 0-admendments, 27 violations for the month; total valuation for the month- $146,371; total fees collected-$1,153.

ROAD DEPARTMENT:

Mr. Scharville is present to give monthly report.

POLICE DEPARTMENT:

Chief Goodin is present to give monthly report.

Mr. Ungaro motions to approve OVI Task Force agreement for calendar year 2022. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve the purchase of a new police cruiser from Fairway Ford in an amount not to exceed $35,000. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

ELECTED OFFICIAL COMMENTS:

Mrs. Wollet - No comment

Mr. Kempers- That our fire department is called the Western Reserve Joint Fire Department serves both the township and the village. And our bi-laws are called joint resolution, are being changed. The new board will consist of one township trustee, one village council member, and three community members all with serve three-year terms, but the first three people there will be a one-year term, two-year term and a three-year term.

PUBLIC COMMENT:

Troy Rhodes 539 Greenmont, from First Energy Ohio Edison, informed the board they are finishing up the forest distribution trimming for the year throughout Poland, Springfield and all throughout North Lima.  He also spoke about LED experimental streetlights for the Village/Township if they are interested in looking into it.

Mr. Ungaro motions to go into executive session for the reason of personnel at 7:15 p.m. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
