Chairman Lidle called the meeting to order at 6:01 p.m. There was a moment of silence in remembrance of 911, followed by the pledge of allegiance. Administrator Scharville called the Roll, present were Chairman Lidle, Vice-Chairman Naples and Trustee Ungaro.
ADMINISTRATION
Lidle moved to approve the minutes dated August 14, 2013 and September 4, 2013, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.
Lidle moved to authorize payment for all outstanding bills for Poland Township, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.
Resolution accepting the amounts and rates as determined by the Budget Commission and authorizing the necessary tax levies and certifying them to the County Auditor. Lidle moved to adopt Resolution #13-13 (resolution on file). Ungaro seconded the Resolution and the Roll was called. Upon its adoption the vote resulted as follows: Lidle, yea; Ungaro, yea; Naples, yea.
Administrator Scharville introduced and asked for approval of Resolution #13-14:
Nuisance Notice for the presence of overgrown vegetation, garbage, refuse, personal property, junk motor vehicle(s) and other debris on the following properties:
Lidle moved to approve payment for flu shots to the Mahoning County Board of Health for Poland Township employees, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.
Expenditures - $ 184,636.44
Gary Diorio, MS Consultants, updated the Board as follows:
- The contract documents and specifications for the Sidewalk Project on State Route 170 have been submitted to O.D.O.T. for final review. The drawings will be submitted to O.D.O.T. next week. Once final approval has been received from O.D.O.T., the Township can bid out the project.
- Study in process for the proposed retention area for the entire subdivision of Canterbury Creek. Mr. Bury’s proposed plan for a retention pond on his property is a separate issue and has not been included in the plans.
- The Cliffview/Camella project has been completed. There is a two-year maintenance bond in place should any further maintenance be necessary.
Advisory Board Chairman, Mike Heher, updated the Board as follows:
- Playground is going well.
- Reported on vandalism: overturned porta johns have been cleaned and put back in place; the soccer parents have cleaned up trash that was thrown around; and horses on the trails have done some damage.
- A lot of work was done in the butterfly garden.
- Planted winter rye for the bird feeding stations.
- Kyle Filicky, Matt Glidura and Susan Wisilko have done a lot of volunteer work working along with Ken Filicky.
- Plan to plant more daffodils.
- Discussed ongoing plans for water lines in the park and building.
- Discussed concerns regarding the request from another company for another pipeline near the park.
- Plan to start on the sled-riding hill next year.
Administrator Scharville reported on the Solid Waste Committee’s proposed funding cut of 52% for the year 2014 for all Townships, Villages and Municipalities in Mahoning County that have Recycling Centers. The proposed cut would reduce Poland Township’s Recycling Lease Agreement from the current $30,000 per year to $14,400 for 2014.
In the absence of Zoning Inspector, Robert Monus, Administrator Scharville gave the Monthly Zoning Report for August 2013 (report on file).
Road Superintendent, Tom Monus, reported that the Road Department is patching pot holes, cutting grass and birms, and cleaning catch basins and pipes. Road paving is complete.
Chief Goodin gave the monthly stats for August 2013 (report on file).
Poland Township resident, Doug Gray, called in to compliment Officer Kent on his follow-up regarding the youths who were caught ringing doorbells late at night.
Chief Goodin introduced Mr. Simon who stated that he has made a donation in order to get the canine program up and running again. Chairman Lidle thanked him for his generous contribution and his commitment to the safety of Poland Township and support of the Poland Township Police Department.
Administrator Scharville reported on the success of Safety Forces Day held on Saturday, September 7, 2013 at Giant Eagle. Mr. Scharville publicly named and thanked everyone who helped out and contributed to the success of Safety Forces Day. Thank you letters from the Trustees have been sent.
The Mahoning County Commissioners will hold their meeting at the Poland Township Government Center at 10:00 a.m. on Thursday, September 12, 2013. Immediately following, a public meeting will be held regarding the Frontier and Circle Drive Sanitary Sewer Project.
Chairman Lidle opened the meeting for public comment at 6:40 p.m. There were no public comments.
Chairman Lidle moved to adjourn to Executive Session at 6:42 p.m. to discuss legal matters and consideration of the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of one or more township employees, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried. Present in Executive Session with the Trustees were Chief Goodin, Sergeant Hanley, Sergeant Aracich, Patrolman Jackson, Patrolman DeMain and Otto Hohm, F.O.P. Representative.
Lidle moved to return to public session at 7:59 p.m., seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.
There being no further business, Lidle moved to adjourn at 8:00 p.m., seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.
