The Poland Township Board of Trustees held their regular meeting on July 10, 2013 at the Poland Township Government Center located at 3339 Dobbins Road, Poland, Ohio.
Chairman Lidle called the meeting to order at 5:08 p.m. David Turner (Ohio Edison) led those present in the pledge of allegiance. Fiscal Officer Granitto called the Roll, present were Chairman Lidle, Vice-Chairman Naples and Trustee Ungaro.
ADMINISTRATION
Lidle moved to approve the minutes dated June 12, 2013 seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.
Lidle moved to authorize payment for all outstanding bills for Poland Township, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.
Zoning Inspector, Robert Monus, introduced and asked for approval of Resolution #13-11: Nuisance Notice for the presence of overgrown vegetation, garbage, refuse, personal property, junk motor vehicle(s) and other debris on the following properties:

Lidle moved to adopt Resolution #13-11 Nuisance Notice (resolution on file). Ungaro seconded the Resolution and the Roll was called. Upon its adoption the vote resulted as follows: Lidle, yea; Ungaro, yea; Naples, yea.
Administrator Scharville gave the Board notice of his retirement effective July 31, 2013, due to the changes in the Ohio Public Employee Retirement System (OPERS). Lidle moved to accept with regrets the notice of retirement from James Scharville, Poland Township Administrator, effective July 31, 2013, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.
Fiscal Officer Granitto gave the Financial Report for June 2013 as follows:
Revenue - $ 222,230.07
Expenditures - $ 140,687.54

PARK COMMITTEE
In the absence of Mike Heher, Administrator Scharville reported on the June Park Board meeting as follows:
- General maintenance at the Park
- Handicap walkway proposal
- Completion of 500 ft. trail
- Bird box repair
Chairman Naples informed the Board that he received a copy of the lease for the building at the Park for review by the Trustees and Poland Township Attorney, David Shepard.
RECYCLING DEPARTMENT
Administrator Scharville announced plans for a Shop and Drop to be held by the city of Youngstown at Wick Park.
ZONING DEPARTMENT
Zoning Inspector, Robert Monus, gave the Monthly Zoning Report for June 2013 (report on file).
Lidle moved to refund the Road Cut Bond Check in the amount of $2,500.00 to Mr. Rooter of Youngstown, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.
ROAD DEPARTMENT
Lidle moved to approve the road work and repairs on Park Street, Jaric Street and Rose Street (North Hill Project) in Poland Township by R.T. Vernal in the amount of $16,872.00, as prepared by Engineer, Gary Diorio, of MS Consultants, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.
Lidle moved to advertise for the road resurfacing bids for the paving of Denver Drive, Burgess Lake Drive, Hamilton Drive and Tuscany for the 2013 Poland Township Road Paving contracts as per the specifications by the County Engineer, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.
Administrator Scharville, in the absence of Road Superintendent, Tom Monus, reported that the Road Department is patching pot holes, cutting grass, cleaning out culverts and ditches and taking care of the cemetery.
POLICE DEPARTMENT
Chief Goodin gave the Monthly Stats for June 2013 (report on file).
Ungaro briefed the Board on the schedule and coverage for the School Resource Officer for the schools by the Poland Township Police Department, in the interim pending approval or denial of the grant request.
Lidle thanked the Poland Township Road Department, Police Department, Trustees, Administrator Scharville, and any and all others for their help and support for Celebrate Poland.
Chairman Lidle opened the meeting for public comment at 5:30 p.m.

Joanne Wollet, 8105 Cliffview Drive, inquired about the details of Administrator Scharville’s retirement.
Steve Stanislav, 8235 Cliffview Drive, discussed the problems and safety concerns regarding the drainage ditch on Cliffview Drive. Mr. Stanislav explained that he has cleaned the ditch for 25 years; however, it continues to erode, causing a serious safety problem. Mr. Stanislav stated that he needs an answer from the County Engineer regarding the problem. The Board assured Mr. Stanislav that they will continue their follow up with the County Engineer and will also provide an update to Mr. Stanislav; he gave the Board his phone number.
David Turner, Ohio Edison, briefed the Board as follows:
- Residents with concerns regarding the condition of transformers in their yards need to call the Contact Center (800-633-4766) in order to request an inspection.
- Explained the process for requesting street lights on State Route 170 in correlation with the sidewalk project.
- Advised the Board to submit a request in writing for an inspection of the leaning pole and wires behind the Recycling Center.
Chairman Lidle moved to adjourn to Executive Session at 5:54 p.m. to discuss legal matters and consideration of the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of one or more township employees, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried. Present in Executive Session with the Trustees was Administrator Scharville.
Lidle moved to return to public session at 6:49 p.m., seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.
Lidle moved that having accepted the retirement date of July 31, 2013 for Administrator James Scharville, to allow the Administrator to be rehired August 2, 2013, finish his contract with Poland Township for 2013 at the current rate of pay with no benefits paid by the Township, and contract with Poland Township to end December 31, 2013. Ungaro seconded the motion. Voting yes – Lidle, Ungaro, Naples…motion carried.
There being no further business, Lidle moved to adjourn at 6:55 p.m., seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.
