The Poland Township Board of Trustees held their regular meeting on
April 4, 2012 at the Poland Township Government Center located at 3339 Dobbins Road, Poland, Ohio.

Vice-Chairman Lidle called the meeting to order at 5:00 p.m. Mary Helen Smith led those present in the pledge of allegiance. Fiscal Officer Granitto called the Roll, present were Vice-Chairman Lidle and Trustee Ungaro. Chairman Naples was absent.

ADMINISTRATION

Lidle moved to approve the minutes dated March 14, 2012, seconded by Ungaro. Voting yes – Lidle and Ungaro…motion carried.

Lidle moved to authorize payment for all outstanding bills for Poland Township, seconded by Ungaro. Voting yes – Lidle and Ungaro…motion carried.

Lidle moved to hire Ed Beach for seasonal help for the Road Department at a rate of $10.00 per hour, seconded by Ungaro. Voting yes – Lidle and Ungaro…motion carried. Administrator Scharville noted that this position had been advertised.

Fiscal Officer Granitto gave the Financial Report for March 2012 as follows:
Revenue - $ 418,868.70
Expenditures - $ 179,300.98

Vice-Chairman Lidle moved to suspend the regular meeting at 5:05 p.m. to go into the Public Hearing for the Lighting District for Jennifer Drive, seconded by Ungaro. Voting yes – Lidle and Ungaro…motion carried.

PUBLIC HEARING
LIGHTING DISTRICT – JENNIFER DRIVE

Vice-Chairman Lidle opened the Public Hearing for the Lighting District on Jennifer Drive at 5:06 p.m. The meeting had been properly advertised. The Roll was called, present were Vice-Chairman Lidle and Trustee Ungaro.

Administrator Scharville stated that as requested at the last meeting, four lights have been proposed for the lighting district on Jennifer Drive. Vice-Chairman Lidle asked the first time for all those in favor of the lighting district.

Mike Pavelko, 2493 Jennifer Drive, stated safety reasons and statistics in favor of the lighting district. Mr. Pavelko asked if the proposed number of lights could be increased from four lights to five lights, since four lights would not provide adequate lighting. Vice-Chairman Lidle explained that the contract would need to be renegotiated with Ohio Edison for a change in the number of lights. Vice-Chairman asked the second time for all those in favor of the lighting district. Dick Wade, 7538 Lee Run, also spoke in favor of the lighting district. Vice-Chairman Lidle asked the third time for all those in favor of the lighting district. There were none. Vice-Chairman Lidle asked the first time for all those against the lighting district. There were none. Vice-Chairman Lidle asked the second and third times for all those against the lighting district. There were none.

Following a brief discussion, it was the consensus of the Board that a new petition for five lights would be required. Lidle moved to deny the Jennifer Drive Lighting District as it stands, seconded by Ungaro. Voting yes – Lidle and Ungaro…motion carried.

Lidle moved to adjourn the Jennifer Drive Lighting District Public Hearing at 5:25 p.m., seconded by Ungaro. Voting yes – Lidle and Ungaro…motion carried.

Lidle moved to go back into the regular meeting at 5:26 p.m., seconded by Ungaro. Voting yes – Lidle and Ungaro…motion carried.

PARK COMMITTEE

Mike Heher, Poland Township Park Advisory Board Chairman, reported as follows:

• Flowers at the park have been picked. Discussed posting “Do Not Pick or Cut” signs.
• Discussed plans for an 80 ft. boardwalk along the hiking trails and asked for approval to purchase the wood at a cost not to exceed $1,100.00. Also requested $400.00 for planting hemlocks and lilies and installing bluebird houses and bat station. Lidle moved to approve these expenditures for the Poland Township Park Board in an amount not to exceed $2,000.00, seconded by Ungaro. Voting yes – Lidle and Ungaro…motion carried.
• Discussed plans for the boys/girls baseball fields and pitcher’s mounds.
• Republic Services will donate the gravel to be used around the new picnic shelter and the mulch for the playground.

Mike Heher discussed the plans for the pathway between the Poland High School and Poland Township Government Center parking lots and informed the Poland Township Trustees that Republic Services would donate the crushed stone needed for completion of this project.

RECYCLING DEPARTMENT

No Report.

ZONING DEPARTMENT

Zoning Inspector, Robert Monus, gave the Monthly Zoning Report for March 2012 (report on file).

ROAD DEPARTMENT

Road Superintendent, Tom Monus, reported that the Road Department is getting the equipment ready for Spring 2012 and cleaning catch basins. Street sweeping will begin next week.

Mike Heher informed the Board that Republic Services would accept street sweepings free of charge.

POLICE DEPARTMENT

Chief Goodin gave the Monthly Stats for March 2012 (report on file).
Mary Helen Smith, Director of Environmental Health for the Mahoning County Board of Heath, presented an overview of the proposals for the Circle Drive sewer line project regarding tie-in and/or septic system replacement and costs.

Bob Lyden, Mahoning County Sanitary Engineer, reviewed the details of the sewer line costs estimated at approximately $11,000.00 per property owner. Mr. Lyden explained that the cost could be assessed through taxes over a 20-year period. Mr. Lyden addressed in detail any problems/concerns of individual property owners regarding the installation of the sanitary sewer system as well as problems and maintenance of septic systems.

All eleven residents of Circle Drive present at the meeting voted to continue the process for installation of a sewer line.

Vice-Chairman Lidle opened the meeting to the public at 6:44 p.m. There were no public comments.

There being no further business, Lidle moved to adjourn at 6:45 p.m., seconded by Ungaro. Voting yes – Lidle and Ungaro…motion carried.
