Chairman Ungaro called the meeting to order at 6:05 p.m. Fiscal Officer Granitto led those present in the pledge of allegiance. Fiscal Officer Granitto called the Roll, present were Chairman Ungaro, Vice-Chairman Lidle and Trustee Wollet.
ADMINISTRATION
Ungaro moved to approve the minutes dated February 12, 2014 and March 5, 2014, seconded by Lidle. Voting yes – Ungaro, Lidle, Wollet…motion carried.
Ungaro moved to authorize payment for all outstanding bills for Poland Township, seconded by Wollet. Voting yes – Ungaro, Wollet, Lidle…motion carried.
Chairman Ungaro moved to adopt Resolution #14-05:Poland Township’s Annual Budget and Appropriation Resolution for Fiscal Year 2014. Trustee Wollet seconded the Resolution (resolution on file) and the Roll was called. Upon its adoption the vote resulted as follows: Ungaro, yea; Wollet, yea; Lidle, yea.
Chairman Ungaro moved to adopt Resolution #14-06: Purchase of the rock salt thru state purchasing from ODOT for the remainder of the 2014 season and the year 2015. Vice-Chairman Lidle seconded the Resolution (resolution on file) and the Roll was called. Upon its adoption the vote resulted as follows: Ungaro, yea; Lidle, yea; Wollet, yea.
Ungaro moved to approve Parksdesign as the designer for Poland Township’s web page in the amount of $4,015.00, seconded by Wollet. Voting yes – Ungaro, Wollet, Lidle…motion carried.
Chairman Ungaro made the following announcements:
- Reminded residents to remove Christmas decorations at the cemetery by Sunday, March 23, 2014.
- The Poland Girls Softball Fundraiser Day will take place on Saturday, March 15, 2014, from 11:00 a.m. to 2:00 P.M.
In the absence of Mike Heher, Advisory Board Chairman, Ken Conzett, Park Board Member, updated the Board as follows:
- On February 15, 2014, Ken Filicky participated in the Great Back Yard Bird Count sponsored by Cornell University, and counted the birds in Poland Township Park.
- Ken Filicky is working on signs for the garden areas and Blue Bird Trail.
- The next Park Board meeting will be held at 7:00 p.m. on March 18, 2014.
- Another Boy Scout would like to complete his Eagle Scout project in the Park.

RECYCLING DEPARTMENT
Administrator Scharville announced an Appliance Drive to be held on May 24, 2014 at the Poland Township Road Department Building. In conjunction with the appliance drive, a Collection Day will also be held in order to allow citizens to dispose of other items, e.g., old furniture, rugs, etc. Informational brochures will be sent home with the Poland school students.
ZONING DEPARTMENT
Zoning Inspector, Robert Monus, gave the Monthly Zoning Report for February 2014 (report on file).
Road Superintendent, Tom Monus, reported that the Road Department plowed and salted roads, cold patched, cleaned up around the garage and fixed pot holes.
Ungaro moved to appoint Chris Gresock as a seasonal employee to the Poland Township Road Department at no more than 30 hours per week at a rate of $8.00 per hour, seconded by Lidle. Voting yes – Ungaro, Lidle, Wollet…motion carried.
Chief Goodin gave the Monthly Stats for February 2014 (report on file).
Lidle moved to approve the purchase of ammunition for firearms qualifications from Witmer’s in the amount not to exceed $2,400.00, seconded by Wollet. Voting yes – Lidle, Wollet, Ungaro…motion carried.
Lidle moved to approve the purchase of four (4) bullet proof vests from Red Diamonds in the amount not to exceed $2,400.00, seconded by Wollet. Voting yes – Lidle, Wollet, Ungaro…motion carried. Chief Goodin explained that one-half of the cost ($1,200.00) would be reimbursed through a grant.
Wollet moved to appoint Josh Kozic and John Bonish as Auxiliary Officers for the Poland Township Police Department, pending their physicals, seconded by Lidle. Voting yes – Wollet, Lidle, Ungaro…motion carried.
Chief Goodin recognized Officers Frank DeMain and Jim Jackson who arrested a burglar trying to break into a home in January 2014. This arrest assisted in clearing up some other cases.
Chief Goodin received a letter from Poland Township Fire Chief Comstock commending Officer Julie Henderson for her efforts to revive a male subject who had a heart attack.
- He received numerous compliments regarding the Poland Township and Poland Village Police officers who together led the Poland Varsity Basketball Team through town. Also commented on the positive presence of Resource Officer Steven Kent who accompanied the basketball team to their game in Warren.
- Working with Superintendent Janofay to get a blinking street light in the Dobbins school area.
- Still working on selling the old Poland Township Police Cruiser.

Fiscal Officer, Joseph Granitto, gave the Financial Report for February 2014 as follows:
Expenditures - $180,221.10
The Board of Trustees along with Administrator Scharville recognized Joseph Granitto for 11 years of dedicated service as Fiscal Officer for Poland Township and congratulated him on his retirement effective March 31, 2014.
Chairman Ungaro opened the meeting for public comment at 5:30 p.m.
Jack Walters, Canterbury Creek resident, Cobblers Run, asked for an update on the progress for solutions and funding to alleviate the water problems and flooding issues in Canterbury Creek. The Board outlined the progress that has been made in seeking funding and solutions in collaboration with Patrick Ginnatti, Mahoning County Engineer. Mr. Walters also stated that he would provide letters from residents describing the details of their flooding issues.
Lidle moved to adjourn to executive session at 6:41 p.m. to discuss legal matters and consideration of the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of one or more township employees, seconded by Wollet. Voting yes – Lidle, Wollet, Ungaro…motion carried.
Ungaro moved to return to public session at 7:26 p.m., seconded by Wollet. Voting yes – Ungaro, Wollet, Lidle,…motion carried.
There being no further business, Ungaro moved to adjourn at 7:27 p.m., seconded by Wollet. Voting yes – Ungaro, Wollet, Lidle…motion carried.
