Regular Meeting
The Poland Township Board of Trustees held their regular meeting on February 15th, 2017, at the Poland Township Government Center located at 3339 Dobbins Road, Poland, Ohio.
Chairman Robert Lidle opens the meeting for February 15th at 6:05 p.m. Patrolman Brian McCrea leads in the Pledge of Allegiance.
Fiscal Officer Paul Canter does roll call - Chairman Lidle, Vice Chairman Joanne Wollet and Trustee Eric Ungaro are present.
Chairman Lidle makes a motion to approve minute’s date January 18, 2017, seconded by Vice Chairman Wollet. Voting yes- Lidle, Wollet and Ungaro…motion passed.
Lidle makes a motion to authorize payment for all outstanding bills for the township, seconded by Wollet. Voting yes- Lidle, Wollet and Ungaro…motion carried.
Fiscal Officer Paul Canter is present to give financial report for the month of January 2017. Total Revenue- $142,728.54 and total Expenditures- $273,260.00.
Chairman Lidle introduces Kevin Brecht from Mobilitie Intelligent Infrastructure to give presentation on pros of new towers being put up as well as proposed locations. Board of Trustees are in agreement that this is a great benefit for our community. Bob Monus and Kevin are in agreement that they will be working together to find a location that meets zoning requirements and will be further discussed at future meeting.
Jerry and Bernadine Syphard residents of 3515 Olde Winter Trail are present to voice concern of the ongoing issue regarding his driveway. The issue is that of the driveway and the stow caving where they meet and progressively gets worse each year. The caving is causing the light post and utility box to lean and is costing a lot of money and work for him to financially and physically be responsible for. Tom Monus and the Board of Trustees are going to get in touch with Mahoning County to come back to inspect and take videos of the issue at hand to find a proper solution.
Chairman Lidle enters into record a letter from President Dominic Tocco of Tuscany Estates requesting that the Board of Trustees considers repaving their cul-de-sac.
Vice Chairman Joanne Wollet gives light on the issue regarding the road paving project her and the other board members hope to achieve within the next few months. The purpose of the project is to develop a database of information that would identify the roadways current conditions maintained by Poland Township. Pavement ratings would include 49 miles and 155 streets of township roadways. All information obtained in the evaluation will be used as a tool for a Township pavement replacement plan to be put in action.
Chairman Lidle makes a motion to approve Resolution #17-04 Hamilton Avenue stop sign, seconded by Wollet. Voting yes- Lidle, Wollet and Ungaro…motion passed.
Chairman Lidle makes a motion to approve Resolution #17-05 Tax Advance this allows Board of Trustees to collect any funds collected by Mahoning County Auditors for the dates as follows:

March 24th, 2017
Seconded by Wollet. Voting yes – Lidle, Wollet and Ungaro…motion passed.
Lidle makes a motion to approve Resolution #17-06 Mutual Aid Agreement for Police Protection. Seconded by Wollet, voting yes- Lidle, Wollet and Ungaro…motion carried.
Lidle makes a motion to approve Resolution #17-07 Transfer of Money from General fund to the Police fund in the amount of $150,000.00, seconded by Wollet. Voting yes- Lidle, Wollet and Ungaro…motion carried.
Chairman Lidle enters into record a memorandum of understanding between Poland Board of Trustees and Mahoning County Commissioners grant for District 6. Seconded by Wollet, voting yes- Lidle, Wollet and Ungaro…motion carried.
Park Committee:
Ken Filicky is present to give monthly report. Board of Trustees makes request for the Park Committee to start preparing a budget and a priority list for the park projects for the future.
Recycling Department:
Tree program is done.
Zoning Department:
Bob Monus is present to give monthly report. Total Valuation - $12,604.00 and Total Fees Collected- $88.00. Report on File.
Road Department:
Tom Monus is present to give monthly report. Allison Road project has 3 bids which are as followed:
SET- $27,244.00
American Contracting- $13,900.00
JS Bova Excavating- $11,900.00
Police Department:
Chef Brian Goodin is present to give monthly stats.
Chairman Lidle makes a motion to approve hire of Ben Esposito as a part time employee at $10.00 per hour pending Medical and Physical Exams and Background checks, seconded by Lidle…motion carried.
Chairman Lidle opens meeting to public comments.
Rick Baldwin of 3039 Denver Drive inquiries about possibility of speed bumps being placed on his road due to high traffic and people speeding through the neighborhood and making their neighborhood dangerous for residents. Board of Trustees are in agreement to have the street watched but the possibility of speed bumps aren’t possible due to the fact that Emergency vehicles use that road and it will slow emergencies situations.
There being no further comments Chairman Lidle makes a motion to adjourn at 7:13 p.m. seconded by Wollet, voting yes- Lidle, Wollet and Ungaro…meeting adjourned.
