The Poland Township Board of Trustees held their regular meeting on February 13, 2013 at the Poland Township Government Center located at 3339 Dobbins Road, Poland, Ohio.

Chairman Lidle called the meeting to order at 5:00 p.m. Patrick Ginnetti, Mahoning County Engineer, led those present in the pledge of allegiance. Fiscal Officer Granitto called the Roll, present were Chairman Lidle, Vice-Chairman Naples and Trustee Ungaro.

ADMINISTRATION

Lidle moved to approve the minutes dated January 9, 2013, January 21, 2013, and January 28, 2013, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.

Lidle moved to authorize payment for all outstanding bills for Poland Township, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.

Sergeant Gary Abeid, upon his retirement from the Poland Township Police Department, was recognized for his 26 years of service to the community.

Ashley Luthern of the Vindicator, was recognized with a certificate of appreciation for three years of outstanding journalism and dedication to Poland Township. Ms. Luthern is leaving the Vindicator for a position with the Milwaukee Journal Sentinel.

Gary Diorio, MS Consultants, answered questions regarding the engineering for the Safe Routes to School Sidewalk Project. Following the discussion, Lidle moved to enter into an agreement with MS Consultants to accept the engineering proposal for the Safe Routes to School (SRTS) Project in Poland Township, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.

John Scotford of Town One Streetscapes, told the Trustees that Town One Streetscapes would help pay the difference if the sidewalk project costs more than the $500,000.00 grant.

Vice-Chairman Naples noted for the record that he along with the Trustees have supported the efforts for this project over the past 16 years.

Gary Diorio informed the Trustees that grant funding applications for a second phase of the sidewalk project are available and due by March 2, 2013. Lidle moved to adopt Resolution #13-05 Authorizing the Submission of a Funding Application Under the Safe Routes to School (SRTS) Program. (Resolution on file). Ungaro seconded the Resolution. Voting yes – Lidle, Ungaro, Naples…motion carried.

Lidle moved to agree to the structure of the Patrol 2 classification in the contract with the Fraternal Order of Police, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.

Ungaro moved to direct Chief Goodin to begin the process of finding a full-time officer for Poland Township at Patrol 2 wages, seconded by Lidle. Voting yes – Ungaro and Lidle. Voting no – Trustee Naples. Motion carried. Following the vote, Trustee Naples explained that he did not think a full-time officer was necessary, and felt the job could be done with part-time officers.

Lidle moved to adopt Resolution #13-04: Allows the Fiscal Officer to accept all Tax Advances for Poland Township for the first half of 2013 (resolution on file). Ungaro seconded the Resolution and the Roll was called. Upon its adoption, the vote resulted as follows: Lidle, yea; Ungaro, yea; Naples, yea.

Fiscal Officer Granitto gave the Financial Report for January 2013 as follows:
Revenue - $ 40,331.88
Expenditures - $395,688.58

PARK COMMITTEE

Mike Heher, Poland Township Park Advisory Board Chairman, provided the following update:

  • The Poland Township Park Advisory Board voted to approve an agreement for an oil and gas pipeline to be placed under the park.
  • Trails will be upgraded this year
  • Plans are in place to begin building baseball fields this Spring

Mike Heher presented the Board with a check in the amount of $22,800.00 in accordance with Poland Township’s agreement with Republic (BFI).

RECYCLING DEPARTMENT

No Report.

ZONING DEPARTMENT

Assistant Zoning Inspector, Patricia Magazzine, gave the Monthly Zoning Report for January 2013 (report on file).

ROAD DEPARTMENT

Patrick Ginnetti, Mahoning County Engineer, discussed present and future plans for the Mahoning County Engineer’s Department. Mr. Ginnetti announced the following list of roads slated for paving by Mahoning County this summer: Clingan Road (from State Route 224 to the Struthers Line); Fifth Street (from the Struthers Line to Lyons Blvd.); Walker Mill (from North Lima Road to the I-680 overpass).

Road Superintendent, Tom Monus, reported that the Road Department is plowing the streets, fixing potholes, fixing up around the garage, and cleaning the Recycling Center. Mr. Monus informed the Board of the need to purchase a new hydraulic cooler in order to repair the backhoe. Lidle moved to approve the purchase of a hydraulic cooler for the backhoe in the amount not to exceed $14,000.00, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.

POLICE DEPARTMENT

Chief Goodin gave the Monthly Stats for January 2013 (report on file).
Lidle moved to approve the purchase of ammunition for firearms qualifications from Witmer’s in the amount not to exceed $2,500.00, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.
Lidle moved to approve the appointment of Tony Protopapa as a Reserve/Auxiliary Officer for the Poland Township Police Department pending the results of the medical physical, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.

Chairman Lidle opened the meeting to the public at 6:02 p.m.

John Scotford, 3369 Olde Winter Trail, thanked the Board for their support and moving forward on the Safe Routes to School (SRTS) project. In turn, Chairman Lidle thanked Mr. Scotford and Streetscapes for their continued support of the SRTS project.

There being no further business, Lidle moved to adjourn at 6:07 p.m., seconded by Naples. Voting yes – Lidle, Naples, Ungaro…motion carried.
