The Poland Township Board of Trustees held a regular meeting February 8, 2023 at the Poland Township Government Center located at 3339 Dobbins Road Poland, Ohio.

Mr. Ungaro calls the meeting to order.

Mrs. Fox leads the Pledge of Allegiance.

Mr. Covell does roll call. Ungaro, Kempers, and Wollet are present.

The media was properly notified.

Mr. Ungaro motions to approve minutes dated January 11, 2023 and January 24, 2023. Seconded by Mrs. Wollet. Voting yes-Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to authorize payment for all outstanding bills for the Township. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution #23-09: Tax Advance. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution #23-10: Road Vacate of Unnamed Street. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Laurie Fox, the president from the Poland Historical Society, is present to ask for a donation for the society.

Mr. Ungaro motions to approve the donation of $5,000 to the Poland Historical Society. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Gary Diorio from MS Consultants is present to give a monthly update on Olde Winter Trail project.

Mr. Ungaro motions to enter into an agreement with Foust Construction no to exceed $38,000 pending legal review. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to enter into an agreement with Mr. Diorio from MS Consultants to start the process of 2023 resurfacing program. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Rich Davis the president of Poland Youth Soccer Association speaks on safety concerns around the pavilions.

Mr. Ungaro motions to approve compensation increase for part-time employees effective January 1, 2023:

  • Part-time Clerical/Staff Support/Receptionist-$1.50/hour
  • Part-time Police-$0.70 /hour
  • Part-time Casual/Seasonal employees- $0.75/hour

Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve to enter into an agreement with Everbrite Inc. to power sweep Poland Township and Poland Village Streets not to exceed $18,000. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve the engagement of Winter/Trimacco Co., LPA as outside counsel to provide legal services related to the Ohio Department of Taxation levy issue in an amount not to exceed $5,000. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Covell gives report on Styme Road well water testing project.

Chief Wilson gives report on KO Consultants.

Mr. Covell touched base on the East Palestine train derailment.

FINANCIAL REPORT:

Mr. Canter is present, he is still closing year end.

PARK COMMITTEE:

Mr. Flicky is present to give monthly report.    

Mr. Ungaro motions to approve Landpro Equipment for the repair of the tractor mower deck in the amount not to exceed $1,200. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve the purchase of five dog clean up stations and a 42-inch firepit from Garden Center not to exceed $650. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

RECYCLING:

Mr. Covell is present to give monthly report.

ZONING DEPARTMENT:

Mr. Robert Monus is present to give monthly report.

Monthly report from January.

  • 2 new structures, valuation-$647,780; fees collected-$4,535
  • 8 additional improvements, valuation-$43,640; fees collected-$648
  • 0 misc. permit issued; 0-appeal, $0-misc.; 0 -amendments, $0-misc; 46 violations for the month.

 Total valuation for the month- $691,420; total fees collected $5,183; Year to date total valuation- $691,420

ROAD DEPARTMENT:

Mr. Tommy Monus is present to give monthly report.

Mr. Ungaro motions to approve purchase of parts for  the International Vac Truck by Jack Doheny Company not to exceed $2,000. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried. 

POLICE DEPARTMENT:

Chief Wilson is present to give monthly report.

ELECTED OFFICIAL COMMENTS:

Mrs. Wollet gave thanks to everyone. 

Mr. Kempers gave thanks to everyone, great to see so many people in attendance.

Mr. Ungaro shared that he went to Austintown the other day and that the 911 transition is moving along perfectly.
