- REGULAR MEETING
The Poland Township Board of Trustees held a regular meeting January 11, 2023 at the Poland Township Government Center located at 3339 Dobbins Road Poland, Ohio.
Mr. Ungaro calls the meeting to order.
Mr. Scharville leads the Pledge of Allegiance.
Mr. Scharville does roll call. Ungaro, Kempers, and Wollet are present.
Mr. Ungaro motions to approve the Regular Meeting minutes dated December 14, 2022, Special Meeting minutes dated December 23, 2022, and Re-Organizational meeting December 23, 2022. Seconded by Mrs. Wollet. Voting yes - Ungaro, Wollet and Kempers. Motion carried.
Mr. Ungaro motions to authorize payment for all outstanding bills for the Township. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
Mr. Ungaro motions to approve Resolution #23-05: 2022 Highway System Mileage Certification. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
Mr. Ungaro motions to approve Resolution #23-06: Employment agreement for Poland Township Administrator. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
Mr. Ungaro motions to approve Resolution #23-07: Nuisance Notice.

Mr. Diorio from MS Consultants is present to give update on Olde Winter Trail project.
FINANCIAL REPORT:
Mr. Canter is present, he is working on closing out year end.
PARK COMMITTEE:
Mr. Flicky is present to give monthly report.
Mr. Ungaro motions to approve the repairs needed on the pavilion roof, in the amount not to exceed $700.00. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
Mr. Ungaro motions to approve the purchase for a tool shed for the park from Pinewood Structures, in the amount not to exceed $4,000.00. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
RECYCLING:
Mr. Scharville is present to give monthly report.
Christmas tree recycling program in conjunction with the Green Team; is going on until January 31, 2023.
ZONING DEPARTMENT:
Mr. Robert Monus is present to give monthly report.
Monthly report from December.
- 1 new structure, valuation-$290,610; fees collected-$2,034
- 3 additional improvements, valuation-$27,945; fees collected-$304
- 0 misc. permit issued; 1-appeal, $275-misc.; 1 -amendments, $400-misc; 18 violations for the month.
Total valuation for the month- $318,555; total fees collected $3,013; Year to date total valuation- $7,436,244
Mr. Ungaro motions to accept the letter of resignation from Albert Sciulli from the Zoning Appeals Board. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
Mr. Ungaro motions to appoint David Long to replace Mr. Sciulli for the remainder of the contract which is a three-year term. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
Mr. Ungaro motions to appoint Paul Sherman to a five-year term to the Zoning Commission. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
Mr. Ungaro motions to appoint Michael Johnston to the Zoning Appeals for a five-year term. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
Mr. Ungaro motions to appoint Brain Chretien for the Alternate Zoning Commission. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
Mr. Ungaro motions to appoint John Savarise for the Alternate Zoning Board. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
ROAD DEPARTMENT:
Mr. Tommy Monus is present to give monthly report.
Mr. Ungaro motions to approve to hire Ronald Affagato part-time road department starting rate at $18/hr effective start date 1-12-2023. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
POLICE DEPARTMENT:
Chief Wilson is present to give monthly report.
Chief Wilson spoke about Flock LRP cameras.
Mr. Ungaro motions to approve training for Sgt. McCrea and Ptl. Aaron not to exceed $1,600 for Less Lethal Instructor course February 21, 22, & 23 at Boardman P.D. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
Chief Wilson presents Ptl. Nick Argeras with attendance award for having the perfect attendance for year 2022.
Trustees presents an award to Mr. James Scharville for the many years and dedication from 1974 -2022.
Mr. Ungaro motions to adjourn at 6:30 p.m. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
